Because a person signing a real bill with witnesses present is the same as a pretending to sign blank sheets of paper while sitting alone. That's not a great rebuttal, that is simply missing the point. Would you like to know the other difference? The signatures in the Obama photos meant laws and policies actually went into effect, the same can't be said for unsigned blank paper... then again, maybe it's in invisible ink and there's an entire world of invisible people following these invisible laws.
