correct, we have a service in the Book of Worship that allows water to be used for the whole congregation or for one, where they can reaffirm the vows taken at their baptism. The pastor is required to make clear that this is not a re-baptism

I'm not totally sure what you are asking here, but the UMC does baptise infants.

Hmmmm, I thought the reaffirmation was always done without water. Maybe it was just done that way in the churches I have attended to avoid confusion??
