A lot of it is the bureaucracies and the "experts" working for each administration. At least there would be a chance to challenge the establishment if the people knew just how badly foreign relations were handled by both Democrats and Republicans. For example, the horrors that were unleashed by the attack by Iraq against Kuwait could have been halted had the Bush administration taken reasonable action once informed Iraq was hours away from invading Kuwait. Our country had the power to stop it, all that needed to happen was for the president to contact Saddam Hussein and tell him we would use our military to stop any such invasion. The link is to an article from the Defense Intelligence Journal, and it accurately portrays what happened. The key is that the U.S. diplomats believed what foreign representatives told them rather than their own eyes, faces with the HIGHEST intelligence warning the U.S. intelligence community can give, and the intelligence was clear. The U.S. bureaucrats involved should have been fired and Bush held accountable. Where was the media? Here is the important excerpt:Gee, the last guy must have kept you so busy.
"Nevertheless, the warning messages of the NIO for Warning -- both warning of war and warning of attack -- were not heeded, either by senior intelligence officials or policymakers
As a postscript, at a session of senior military and civilian officers at the Pentagon, General Butler, the J-5, stated that the NIO for Warning had provided warning of war and warning of attack, but that he was not taken seriously because senior US officials talked with, and accepted the judgment of a number of leaders in the Middle East as well as the Soviet Union, all of whom were of the opinion that Saddam did not intend to attack."
