setst RE: In the New Covenant, we are called by the Gospel. To those, who hear the Gospel and come to believe in Jesus, these are the called. Those who believe in Jesus receive the promises of God.
Romans 4:16 (NIV)
16 Therefore, the promise comes by faith, so that it may be by grace and may be guaranteed to all Abraham’s offspring—not only to those who are of the law but also to those who have the faith of Abraham. He is the father of us all.

To be born of God is by the Holy Spirit indwelling us giving us life. We only receive the Holy Spirit by Faith, and by walking (drinking) by the Spirit we received by faith.
John 7:37-39 (WEB) 37 Now on the last and greatest day of the feast, Jesus stood and cried out, “If anyone is thirsty, let him come to me and drink! 38 He who believes in me, as the Scripture has said, from within him will flow rivers of living water.” 39 But he said this about the Spirit, which those believing in him were to receive. For the Holy Spirit was not yet given, because Jesus wasn’t yet glorified.
And you were dead in your trespasses and sins, in which you formerly walked according to the course of this world, according to the prince of the power of the air, of the spirit that is now working in the sons of disobedience. Among them we too all formerly lived in the lusts of our flesh, indulging the desires of the flesh and of the mind, and were by nature children of wrath, even as the rest. setst RE: Peter is speaking to Christians already saved, praising God for the salvation he offers. There is no teaching here on how we are born again, how the Spirit sanctifies us.
The Scriptures teach we are born again by the Holy Spirit dwelling in us - John 7:37-39. And we only receive the Spirit when we believe.
We are sanctified by the Spirit as we faithfully walk by the Spirit in us. We are sanctified by faith, the Spirit guiding our faith to victory.

Christ Jesus was sent to preach the Gospel to the humble, spiritually crushed and heavy laden with sin and shame (Luke 4:18-19; Isaiah 61:1-2; Matthew 11:4-5; Matthew 11:28). These are the sheep God promised to save out of the world.
