I would consider the word you're referring to offensive, regardless of the skin color of the person saying it, or how it is spelled.I could name a few choice words that black people call themselves but throw out the "racist" label when a white says the same words. Do you believe those choice words, and you know which ones I am talking about, are racist?
I don't personally find "Halfrican" racist or offensive, but I am not half-African. There may be some who do find it offensive, but I've seen many biracial people use it (do a blog search for "Halfrican," and you'll find one blog called The Halfrican-American by someone who's half black/half jewish). But perhaps they're just exhibiting self-hate?
