Yes it is both

1 Thessalonians 2:4. But as we were allowed of God to be put in trust with the gospel,
even so we speak; not as pleasing men, but God, which trieth our hearts. KJV

Many translations change this to "God, who tries our hearts". Which, of course, is a true statement,
it is just not what Paul is saying here. He is challenging you to put yourself to this question:
Am a trying to please men? [whereby the gospel is compromised]
Or am I speaking God's words, by the unction of the Holy Spirit with boldness, without concern
for whether or not I am pleasing men. Without concern for my own popularity or acceptance.
This is the test which tries our hearts. By this we prove the circumcision of Christ.
