It's unwarranted because it hasn't been stated by any reliable source. So it's an imaginary concept, likely invented by one's own attitude in a similar situation if roles were reversed (projecting).

When people tell you their goal and that goal involves you in some way, it might pay to actually take them at their word. The benefit of the doubt is not owed to everyone, especially when they have an ominous goal of limiting or maintaining the world at 500 million people.

How do you limit or maintain the population of the world and allow for people to do what they want in their familial lives or allow countries or nations to govern themselves? You need a sovereign authority above them all.

Nobody has done that. There's only people expressing that they like the idea, though, they may change their minds once they discover how draconian and dictatorial their idea is in a real-world sense.

Why would they change their minds if they actually believe what they are doing is good? They are guiding reproduction for fitness and diversity, and they are thinking about the good of the planet. Everything the monument endorses and wants.

A policy or social program that is not enacted shouldn't prevent you from regarding someone as an enemy. Rather it should be a foreshadowing to what it is they want to accomplish and you take necessary steps to oppose them in the meantime so they can't enact their policy goal. By the time a political actor or organization has enacted their goal, they've already built up the necessary amount of support needed. An appeal to what's right won't stop them.
