A reduction needs to happen from the current 7.75 billion down to 500 million first in order for 500 million to be maintained.
Well, yes... again, the guidestones were made to try to give advice to people after a nuclear war. A nuclear war, if of a big enough scale, could absolutely knock the population down that low.

OK, I guess he just wants the vandals to escape justice.

If the authorities really wanted to catch whoever supposedly did it, they would not have demolished the entire site without doing a thorough investigation first. It's more likely that they would rather blame an entire group of people based on their ideology than to find any particular individual. And I think you know which side of the political spectrum will be blamed, even though it's the other side that is known for destroying monuments.

Anyway, who said it was a small town police department that had the majority of the stones demolished? Articles only mention that it was "officials" or "authorities" that aren't being named, unless you can find one that actually names which authority went ahead with it.
