Yes and if you read the Bible you would know that Paul frequently wrote similar warnings to other believers as well - so it does not, as you infer, only apply to the Roman church. Its God's will for believers to take heed of these warnings - this obedience is in your best interest and does not as you say, make God subserviently to you.That’s in reference to to church at Rome.
