No, it is not wrong. Like so many other things, doing it in moderation is not immoral, while doing it to excess may be immoral. This applies to all kinds of things - eating, drinking, sleeping, partying, spending, etc.

If God didn’t like tattoos before, He doesn’t like them now. It’s like graffiti on the house of God. Don’t do it!! Besides, I work in medicine and they use heavy metal

My wife and I talked to a young lady with the whole of John 3.16 tattooed on her wrist area; it was her favorite Bible verse and mine also; and I'm sure other conversations have arisen as a result of her willingness to receive the inking.

... it is quite rare for me seeing people, especially women with tattoo(s) over here. Every time I see someone with a tattoo I will be looking at it, as I find it quite cool. I know of a lady working at a Café who has a tattoo on her arm, close to what I wanted to have.

I have seen an earlier couple who have both tattoos, woman and man. I don't notice a lot of people with tattoos nowadays, but sometimes it will be seen.

I myself no longer want getting a tattoo. I have changed a lot since the time I considered this, it isn't what truly fits who I am in Christ.

My motive wasn't in the right place at the time either, and everything done should be done for the glory of God!

I don’t think I’d get a scripture on my legs. Possibly on my back, or shoulder/chest or forearm.

If she did it with the right motive in her heart, also as a way for using it for God, then I don't see anything wrong with it.

What God looks at is the motives we have in our hearts. Whether it is used for good or evil. We all know that the heart is wicked above anything else, though when our hearts are set into His ways and will, then we will also focus more on what is good according to God's Will and heart.

Also have in mind; If it is done with a bad motive in mind, for example doing it solely for yourself and not for God, when God makes this aware to you, it should then give you a bad conscience about what you have done.

Since my earlier motive for getting a tattoo was wrong, then I wouldn't have felt good about putting such a tattoo on myself.

But how the girl thought and felt when she put on a tattoo, isn't something I can judge for her. Unless she would have said something herself which weren't wholly made with God in mind. And the one who truly knows her heart fully is God.
