With the new openness will the Congregational fora rules still apply as far as rule 1.4?

I can't answer for Erwin, but I can speak as a former conciliator. As long as humans inhabit these fora, there will be a need for conciliators. Not only do they help with staff-member interactions, but they help with member-member interactions, too. Misunderstandings are bound to happen, and a conciliator can be helpful sometimes.

I don't personally see the value of having conciliators in an open system, as ordinary members will be able to act in that capacity.

Anyone can provide that service and should be encouraged to. I think that having a crew of conciliators around would provide a resource for those who don't know who else to ask for help.

Some members are painfully shy and would rather not fight a report or even a banning, even if they did not have any malice or evil intent. Their words just came out wrong. We do have a lot of non-native English speakers who struggle.

I think that forcing unity this side of heaven where unity does not exist is a recipe for disaster. I have seen it in other forums. I hope I am wrong.
I just hope there isn't a mass exodus from CF because of the hard feelings that will no doubtedly result.

What about just putting all the remaining staff threads in the Trash Bin after sorting through to save just the important ones.

Also, could porn be hard deleted? Is there that option? Could Admins be empowered to hard delete useless posts or dangerous porn? Wouldn't that help cut down on the file size of CF?

I know some former staff who quit due to the soft delete of porn.

Who will decide which are important? *sigh* as much as I'd like certain things to be out in the open . . . . I'd rather they all go down the memory hole than confidential information be exposed.
