Natsumi, re Matthew 16:19 Jesus was speaking to the Apostle Peter Only re the KEYS and to be able to BIND and LOOSE! I will show proof of this, pay attention to the red high lights below.

Protestants believe that Jesus Christ is referring that the Keys to the kingdom and being able to Bind and Loose was given to all Christians, NOT SO!
Natsumi, Imagine the CHAOS if Jesus Christ gave all the Christians the Keys to the Kingdom of Heaven and all were given the power to Bind and Loose whatever. Example: If I were to bind something and then you at the same time were to lose that same something thing, WHAT THEN BUT CHAOS!
When Jesus Christ began His Church Founded on ROCK, which the ROCK is Christ, Christ has given the title of ROCK now to Peter in His stead, because Christ the Rock was going to ASCEND to the Father, Leaving His Church in the care of the Apostles and to their Successors which Peter is the first Pope having the Keys to the Kingdom of Heaven and is the Only one to bind and loose whatever on down the line of Popes.

The Church Founded on Rock was founded with a Hierarchy the Hierarchy is the Apostles and their successors to the present day and again, Peter being the First of Popes.
It is the Heaven of Heavens that Christ Speaks of where Christ sits as KING and God. Amen

"Binding and loosing" in Matthew indicates how God's earthly authority has been shifted from the Jews to Christians (Today's earthly Church).

In those days, leading rabbis developed codes of conduct designed to assist the common Jew to walk in obedience to the 613 commands of the Law of Moses. While the commands themselves seem clear enough, how they apply to specific situations are not always that clear. For instance, you are not allowed to work on the sabbath; but is picking and eating grain "work?" (Matt 12.2) Rabbi Shammai said it WAS work, but Rabbi Hillel said it was not work. (both in 1st century BC)
So Rabbi Hillel said plucking and eating grain for one's own consumption was LOOSED, while Rabbi Shammai said it was BOUND.

Isnt a book of Life too?From a certain perspective, the Bible is a book of Law. It thus has some markings about at which point a certain covenant takes effect from a lawful and legal point of view.
Law and Prophets are proclaimed until John the Baptist. This marks the end of the preaching of OT since from that point onward, OT may no longer save anyone including the Jews. Thus the new gospel must be preached instead.
Similarly, "Bind and loose" marks the end of God's authority as represented by the Jews. God will thus authorize Christians to form the NT Canon. Before this point, the Jews are the authenticated people to have the OT canonized.

Frankly, I can't argue with their logic on this. It makes sense.Catechism Of The Catholic Church said:During his public life Jesus not only forgave sins, but also made plain the effect of this forgiveness: he reintegrated forgiven sinners into the community of the People of God from which sin had alienated or even excluded them. A remarkable sign of this is the fact that Jesus receives sinners at his table, a gesture that expresses in an astonishing way both God’s forgiveness and the return to the bosom of the People of God. In imparting to his apostles his own power to forgive sins, the Lord also gives them the authority to reconcile sinners with the Church. This ecclesial dimension of their task is expressed most notably in Christ’s solemn words to Simon Peter: "I will give you the keys of the kingdom of heaven, and whatever you bind on earth shall be bound in heaven, and whatever you loose on earth shall be loosed in heaven." The office of binding and loosing which was given to Peter was also assigned to the college of the apostles united to its head. (CCC 1444)
The words bind and loose mean: Whomever you exclude from your communion, will be excluded from communion with God; whomever you receive anew into your communion, God will welcome back into his. Reconciliation with the Church is inseparable from reconciliation with God. (CCC 1445)
