A new bill, sponsored by senators Joni Ernst and James Lankford, wishes to re-allocate women's health care funding away from controversial abortion provider Planned Parenthood, toward health care providers that don't perform abortions.

Sounds like a reasonable move and the following line reinforces the understanding.
"There is no reason for a private non-governmental organization, like Planned Parenthood, to receive $500 million a year in taxpayer money.”

Sure there is - they provide healthcare services for poor and underserved people (not just women). Women have been allowed to go to the provider of their own choice for medical screenings and treatment, but some politicians want to make the choice for them. In the meanwhile, Texas, which has successfully closed down many PP centers, whether they provided abortions or not, now has the highest maternal mortality rate in the industrialized West.

It also doesn't mention birth control, which, in a religiously and culturally diverse nation, would, I believe, violate the first amendment.

Yes, I know automation will create serious job losses--but social engineering to keep fecund women out of the labor force is an unconstitutional answer.
