Well, there's quite a few bits of legislation and political norms in the US built in to prevent precisely these sorts of situation arising, mainly on declaring interests and prohibiting certain kinds of contacts.

Sure, the most qualified professional can be a political hack.
The current DNI has no qualifications nor experience in the Intelligence field...yet he, as the DNI, is the head of 17 intelligence related agencies. The only plausible reason an unqualified person was assigned is political hackery (word?).
