I like these scriptures brother *ISAIAH 59:20-21. I have not used their applicaiton to the NEW COVEANNT before but I can see how these scriptures fit in with the other scriptures I normally use. Please take some time and look at the scriptures provided here and see how they link with the scriptures you provided in ISAIAH 59:20-21.
The focus here in ISAIAH 59:20-21 is that God's People in the NEW COVENANT are those who REPENT and turn away from sin or breaking any one of God's Commandments *JAMES 2:8-12; 1 JOHN 3:4; ROMANS 7:7; ROMANS 3:20. Those who repent and turn away from sin (breaking any of God's 10 commandments) are those who JESUS will come to. ISAIAH 59:20-21 ties in the the NEW TESTAMENT scriptures in *MARK 16:16; JOHN 3:16-21; 36; ACTS 2:38; 1 JOHN 3:9; JOHN 16:13; JOHN 17:17; JOHN 8:31-36; GALATIANS 5:16; ROMANS 3:31; ROMANS 13:8-10.
Now if you tie in ISAIAH 59:20-21 which shows that God's Spirit in the NEW COVENANT comes to those who REPENT or turn away from their sins (breaking any of God's 10 commandments), and that His WORD and Spirit is given to them we can see the fulfillment of EZEKIEL 36:26 with JEREMIAH 31:31-34 and HEBREWS 8:7-12 of God's LAW (10 Commandments being written on the heart to LOVE and walk in God's ways.
CONCLUSION: All the above scriptures link into the NEW COVENANT which state that God's Spirit is ONLY given to those who REPENT and turn away from their sins (breaking any one of God's 10 Commandments). God's SPIRIT changes the heart to LOVE and is why we need to be Born again to BELIEVE and FOLLOW God's WORD. God's people live in the WORD of God.

These scriptures link in very nicely with Ezekiel 36.
EZEKIEL 36:24-27
[24], For I will take you from among the heathen, and gather you out of all countries, and will bring you into your own land.
[25], Then will I sprinkle clean water on you, and you shall be clean: from all your filthiness, and from all your idols, will I cleanse you.
[26], A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh.
[27], And I will put my spirit within you, and cause you to walk in my statutes, and you shall keep my judgments, and do them.

JEREMIAH 31:31-34
[31], Behold, the days come, said the LORD, that I will make a new covenant with the house of Israel, and with the house of Judah:
[32], Not according to the covenant that I made with their fathers in the day that I took them by the hand to bring them out of the land of Egypt; which my covenant they broke, although I was an husband to them, said the LORD:
[33], But this shall be the covenant that I will make with the house of Israel; After those days, said the LORD, I will put my law in their inward parts, and write it in their hearts; and will be their God, and they shall be my people.
[34], And they shall teach no more every man his neighbor, and every man his brother, saying, Know the LORD: for they shall all know me, from the least of them to the greatest of them, said the LORD: for I will forgive their iniquity, and I will remember their sin no more.

1. God's Spirit is given to all those who turn away from sin (breaking any of God's 10 Commandments)
2. These people will be people of the Word of God
3. Cannot separated point 1 and 2. Another words those who claim to be the people of the Word but do not turn away from sin (breaking any one of God's 10 Commandments) do not have Gods Spirit see *1 JOHN 2:3-4.
4. God will cleanse us from sin
5. God will give us a new heart and his Spirit will he put within us so that we can walk in his ways and do (keep) his commandments

The covenant is the covenant, new or old it is the same thing; Christ came and began confirming the covenant (turning what was written and promised into a reality) until He was cut off (then began a perceived interval that has lasted 2000 years); when He returns those who pieced Him will still be alive as though He hadn't left.
The covenant does not change but if we consider the new covenant dispensation, the difference is the Messiah has come and has taken charge, is the mediator of the covenant and the remnant mentioned in these verses is from Ephraim.
What we read in the OT is prophesy, in the NT we either read about the fulfillment of prophesy or about prophesies still outstanding.
