All who cooperate with his will. He died for all, now the ball is in our court.
So is the verse wrong when it says He's Savior of all? It doesn't say anything about cooperating.

So is Paul wrong when he said that those who are called are also justified?

Not in that sentence, but it is throughout the New Testament as you know.

Imagine a fireman who brings a ladder to the fifth floor of burning building full of people. He is there to save them all. However, if someone refuses to climb down the ladder then they won't be saved.

Neat story. But if that's the case, then he's not saving all, is he.

Some are, not all. Those who endure will be saved.

Not even Paul claimed to have finished the race.
