Double voting? Looks like evidence for double registration.
...yeah, in North Carolina and in "other states" -

North Carolina’s Board of Elections ... found that 35,570 North Carolina voters from 2012 shared the same first names, last names, and dates of birth with individuals who voted in other states.​

Vote once here, vote once there - where's the problem?

There's actually a fairly interesting argument there. If my time is split between living at location A and at location B, should I not be able to have a voice in the governance of both locations?

I don't think it should necessarily be a full vote - maybe something like every person gets one full vote that can be broken up. For example, if my time between A and B are evenly split, I can opt to be able to vote in both places, but my vote only counts for 50%. Maybe with some exceptions that you'd get a full vote for local elections.

It'd be a complicated system though.

No. The original report made clear that these were double votes: State elections officials seek tighter security :: WRAL.com
The crosscheck also found 35,570 voters in North Carolina who voted in 2012 whose first names, last names and dates of birth match those of voters who voted in other states in 2012, but whose Social Security numbers were not matched.

"A lot of states don't provide last four SSN, or they don't have that information," Strach explained.
The story indicates that those 35,000 actually voted twice. A much larger number of voters were found to be registered in multiple states, but for whom evidence of double voting wasn't found.
Additionally, the analysis found 155,692 registered North Carolina voters whose first and last names, dates of birth and final four Social Security number digits match voters registered in other states but who most recently registered or voted elsewhere.
