Because Paul clearly quotes the promise to Ephraim spoken by Hosea and he tells us he is quoting Hosea.
AS Hosea says:
Romans 9
Even us, whom he hath called, not of the Jews only, but also of the Gentiles?
25 As he saith also in Osee, I will call them my people, which were not my people; and her beloved, which was not beloved.
26 And it shall come to pass, that in the place where it was said unto them, Ye are not my people; there shall they be called the children of the living God.
Hosea 2:23 Ephraim being sown into the nations.
23 And I will sow her unto me in the earth; and I will have mercy upon her that had not obtained mercy; and I will say to them which were not my people, Thou art my people; and they shall say, Thou art my God.
God cursing Israel, but having mercy on Judah.
5 And it shall come to pass at that day, that I will break the bow of Israel, in the valley of Jezreel.
6 And she conceived again, and bare a daughter. And God said unto him, Call her name Loruhamah: for I will no more have mercy upon the house of Israel; but I will utterly take them away.
7 But I will have mercy upon the house of Judah, and will save them by the Lord their God, and will not save them by bow, nor by sword, nor by battle, by horses, nor by horsemen.
8 Now when she had weaned Loruhamah, she conceived, and bare a son.
9 Then said God, Call his name Loammi: for ye are not my people, and I will not be your God.
10 Yet the number of the children of Israel shall be as the sand of the sea, which cannot be measured nor numbered; and it shall come to pass, that in the place where it was said unto them, Ye are not my people, there it shall be said unto them, Ye are the sons of the living God.
Hosea 3
5 Afterward shall the children of Israel return, and seek the Lord their God, and David their king; and shall fear the Lord and his goodness in the latter days.
Among the gentiles
Hosea
Israel is swallowed up: now shall they be among the Gentiles as a vessel wherein is no pleasure.
9 For they are gone up to Assyria, a wild ass alone by himself: Ephraim hath hired lovers.
10 Yea, though they have hired among the nations, now will I gather them, and they shall sorrow a little for the burden of the king of princes.
11 Because Ephraim hath made many altars to sin, altars shall be unto him to sin.
12 I have written to him the great things of my law, but they were counted as a strange thing.
Here is Peter speaking to all Christians and to gentiles, he quotes Hosea.
9But you are a chosen people, a royal priesthood, a holy nation, Gods special possession, that you may declare the praises of him who called you out of darkness into his wonderful light. 10Once you were not a people, but now you are the people of God; once you had not received mercy, but now you have received mercy.
He tells all Christians to act accordingly and not like the gentiles, because these new gentile believers were no longer gentiles, but citizens of Israel.
It's a midrash. Paul is applying Hosea to those that aren't children of Israel.
