No, he's saying that even though people can kill your body, they can not kill your soul. Only God can condemn you and kill your soul to be destroyed in hell. Here's the warning: 43If your hand causes you to sin, cut it off. meaning, stop sinning or you face the fire of gehenna.

No, of course it's not our will that saves us, if it wasn't for Christ's sacrafise and God's mercy, no matter how much we believe in God's son, or how much faith and will we had, we would not be saved and could not saved ourselves. That's it. It doesn't mean that God saves everyone. Mercy and forgiveness is given only if it's ask for.
If you went before a judge for commiting a crime, and you asked him for mercy and repented before him, and he granted mercy to you, does that make him a good judge still?
What if your rapist goes to trial before the same judge, he spits in his face, does not ask for mercy, and still the judge lets him go, is he still a good judge? Did he bring about justice?
