What's kind of interesting is that he actually thought that his Secretary of State could just nullify the law, and when Secretary Tillerson explained why he couldn't, Trump then planned to issue a presidential decree that would do so.

Executive Orders can be a dime for a dozen. They can be changed the next time a President comes in if Congress didn't come on board. I think it is a complex issue though with a lot of grey areas involved which is hard to define just what is ethically wrong. Even in the States you have Governors offering tax incentives to companies to relocate in their areas so what's the difference.
