Ukraine turned off the water in 2014.To a large degree, it was Russia that did it. You remember when Russia blew up the Kakhovka Dam? One of the major sources of water for Crimea was a canal that ran between the dam and Northern Crimea; with the dam destroyed there is no longer water flowing into the canal, so Russia is actually the ones that shut off water to Crimea.
