Depends on who the woman is. If it's his sister or cousin or something, it's fine for a married man to say how beautiful she is, etc. Otherwise, I think it's better to complement something specific. Like, if a female friend posts "new haircut" pictures on facebook, it's fine to say that the new haircut looks great, or the new dress or whatever. Same at work. "Hey, did you get a new haircut? Looks good."
