What were we, before the fall?

So, just as a related topic, do you think there was first a heavenly fall (satan etc.) and then a human one? COz I've always wondered why Satan the rebel angel was allowed to mess with humanity in the first place.

It seems that God has hard time keeping his most dear creations near to him (Man, who was made in his image, and Lucifer, the Morning Star). Perhaps this is a result of lesser creatures being in proximity to something much greater than themselves...
