You seem to not understand the concept of illegal enemy combatant. It does not equal soldier of a Country with a Government. You might avail yourself of the ability to distinguish between the two.

And why is that policy? Because terrorists there believe slaughtering their children insures they see paradise when they die. Because sending their child out into the road in front of an army convoy so that the convoy stops for the child insures snipers can slaughter soldiers at will. Or, set off an IED and blow the convoy apart.

Which of course kills the child. But as I said, the child believes, as do those who sacrificed them, that he/she will awaken in paradise for having died that way.
That's why you drive! Over whoever steps in front of that convoy. Because that stands to save the lives of the soldiers far better than stopping out of the goodness of their heart.
And it serves to send that kid, or pregnant woman, or whomever the terrorists feel should be sacrificed for that mission, straight to paradise. It isn't a bad thing as far as they're concerned. They were looking forward to their destiny before they made the move in front of the convoy. Send them there!
