They may be supported. Ukraine is not NATO either, but has been supported. NATO may try to reach a deal with Turkey.
Finland ordered 64 F-35 fighter planes to be delivered by 2030.
Sweden has an advanced defense industry and is a major exporter of military hardware including aircraft, missiles and small arms.

The two countries can give assurances that they will change their policies in this regard. Probably have been working on this issue behind the scenes. The rules for entering NATO are not a secret.
