Actually I think that where one can transport a prisoner is very limited. One cannot take a prisoner on a tour of Disneyland even if both parties wanted it. Transportation is going to be limited to court and to jail and back.I don't think that it's kidnapping to transport a prisoner who is in custody for committing a crime.
However, if it is; I'm sure that Abbot, and the rest of Texas law enforcement, can find a great team of Texas lawyers to help them out.

You're assuming they'd be prisoners. They're being transported to various parts of the country and released. That's hardly being a prisoner.
