Marine does not mean that there will be fish fossils. As I told you the age of the top strata is Ordovician:

In other words fish with jaws did not exist until right at the end of that period. There may have been simple fishes but nothing like we see today.

Did you read the article? It makes no claim that this jaw bone is from a Homo sapiens. Rather they state the fossil is from an earlier hominid species.
