If this were to be taken literally and without the knowledge of the place where it was written it might be believed this about everyone. However a quick look will show this was taken out of context.
The Psalms (14 and 53) where this came from both specify that that it is not Gods people that are being spoken of.

There is no God. Corrupt are they, and have done abominable iniquity:
there is none that doeth good.
2God looked down from heaven upon the children of men, to see if there were
any that did understand, that did seek God.
3Every one of them is gone back: they are altogether become filthy;
there is none that doeth good, no, not one.
4Have the workers of iniquity no knowledge? who eat up
my people as they eat bread: they have not called upon God.
This is from Psalms 5, A prayer from King David, who is speaking of his enemies. Again the beginning tells us who is being spoken of.
5 The foolish shall not stand in thy sight: thou hatest all workers of iniquity.
6 Thou shalt destroy them that speak leasing: the LORD will abhor the bloody and deceitful man.
7 But as for me, I will come
into thy house in the multitude of thy mercy:
and in thy fear will I worship toward thy holy temple.
8Lead me, O LORD, in thy righteousness because of mine enemies; make thy way straight before my face.
9 For there is no faithfulness in their mouth; their inward part is very wickedness; their throat is an open sepulchre; they flatter with their tongue.
10 Destroy thou them, O God; let them fall by their own counsels; cast them out in the multitude of their transgressions; for
they have rebelled against thee.
11 But l
et all those that put their trust in thee rejoice: let them ever shout for joy, because thou defendest them: let them also that love thy name be joyful in thee.
12For thou, LORD, wilt
bless the righteous; with favour wilt thou compass him as
with a shield.

Ps 37 tells us that there are righteous ones. As do many other passages.
28 For the LORD loves justice And does not forsake
His godly ones;
They are preserved forever, But the descendants of the wicked will be cut off. 29
The righteous will inherit the land And dwell in it forever. 30
The mouth of the righteous utters wisdom, And his tongue speaks justice.…
