He definitely is. I think Mitch thinks that doing this will put all the blame on Donny.

The problem is that
a) Donny's....not smart (probably not smart enough to realize that the buck stops with him)
b) Mitch is shirking his Constitutional responsibilities to act as a check on the Executive branch.

That seems like a weird way to categorize Mitch's behavior. If he really wanted to put pressure on Trump he would allow a vote and force Trump's hand.

He's afraid of Donny's wrath.

You can categorize McConnell's behavior as "giving someone enough rope to hang themselves with".

Republicans like McConnell have to get their party back from the madman somehow, so they've made the choice to let him try to get what he wants to sully him.

The deciding factor could be those Republican senators up for re-election in 2020 - many are in states where they will need the independents and the moderate vote!

Once these senators sense their positions are in jeopardy, they will force McConnell to resubmit the original legislation that the President vetoed which they can override with 60+ votes!

Given that it is very unlikely that Trump will be more than a 1 term president, his ability to punish those that defied him will be diminished!

You have to convince those vulnerable GOP senators, jgarden, and that may be a long time coming.

I'm not so sure it is that far away. The public is blaming Trump and the Republicans for the shutdown. I've seen reports that Republicans legislators have been getting close to ending the shutdown (going with the original compromise and overriding Trump's veto). There are rumors Trump is going to offer a "deal" with the Democrats -- likely offering to end the shutdown without money for the wall but with more funding for things like INS judges. At the same time, Trump often seems to change his mind by the minute -- and reports are that Trump has not yet decided what he will actually say today.
