I did some research for someone who is disabled and receives food stamps and there were some special programs. Check this Lifeline Support for Affordable Communications

I don't have any of the qualifying programs, food stamps, etc. I went ahead and filled out the form but couldn't get passed the captcha. That drives me crazy as I never seem to get passed that. Oh well, I will keep trying. It sure seemed a possibility
