I think I sort of coined that phrase and every time I have seen it used it relates to how the state or nature and laws were different up to and even shortly after the flood. While the pre fall world was certainly different also, not much is said about it. The main idea of the DSP or different state in the past is to explain why science got it wrong. (they use only present laws).
