The autopsy is part of the investigation. But you didn't answer my question; how do you perform an autopsy on a miscarried fetus? The fetus likely isn't around any more. So the mother needs to be investigated instead. Just like if there was a single mom who had a baby, and a few weeks later doesn't have that baby anymore. A neighbour reports it. The police will (hopefully) investigate why this recent mother doesn't have a child anymore.

Because back then, abortion was illegal (I assume that's what you meant) but the unborn were not considered citizens or persons. But under Rand Paul's proposal, they would be. And as such, they would be afforded the same rights and protections as all other persons, which includes investigation when they die under possibly negligent or malicious circumstances.

I dunno. But it's not because a fetus was considered a person with all the rights thereof. At least, not until "quickening", which is when the fetus started to move. Which is not until the end of the first trimester at best. Long after most abortions occur.

Because that's how the law is defined. It can be a person, but it's not a person with all the rights and privileges thereof. It has some of those rights, as decided by lawmakers, but not all of them.
