Character is more important, but does that make race or ethnicity meaningless?
The problem is that "race" is a meaningless term.
Any child can be adopted into an ethnic population, and be raised in that culture. And that child is now a part of that culture.
A baby born to a Zulu mother, adopted and raised in Dublin, will be as Irish as any of his schoolmates.
Conversely a baby born to a wealthy Boston family, adopted and raised by Kalahari bushmen, will be a Kalahari bushman. He wont (Tarzan novels notwithstanding) be able to step into the role his birth siblings did.
Culture grows from environment. And defines ethnicity. Desert peoples tend to view water as sacred. And have strict taboos against defiling wells or watering places.
People from a water rich environment will have no such taboos.
Race is rather less useful. Being a construct of modern people. And having zero connection to the environment.
