No, what I said is that the vaccine was not widely distributed - or available for wide distribution, before Biden came into office. Besides which, that is a red herring because neither Trump nor Biden are solely or even mostly "the government".
And Time did not develop nor distribute the vaccine; absent government action, including funding and indemnification, how long would it have taken just to have gotten done on its own? "Time" does not seem to be helping much in countries without effective governments.
