Say what you will about Clinton (and I know you will) but at least he knew how to put good people in charge. Under his presidency, FEMA actually had an ounce of competence, and was able to handle disasters quickly and efficiently -- Their respones to the OKlahoma city bombing is an example of what an agency like FEMA can do if properly managed.
Alone comes Bush II, and we see more cronyism, first in the abysmal response to 9/11, and again to Katrina.
As for the war, well, at this point it's a nigh-hopeless quagmire, which will suck US money, men, and resorces for at least the next decade, regardless of who's in charge.
Would democrats do better? I personally think yes because I can't imagine for the life of me how they could do worse.
