the reason informed consent is considered a virtual impossibility at young ages is that the adult world rules the roost, and adults can cause consequences for kids that can be used as intimidation, and frequently are. is a kid consenting because they are making a valid, reasoned choice, or are they afraid of what may happen if they say no? since this can't be determined, the law regarding minors and adults taking part in sexual activity together is a means of protecting kids from adults who would prey on them. we all know they are out there, and that there is absolutely no way to recognize them before the fact, so this is a way of showing kids that we care about them. we don't criminalize minor on minor sexual acts, as long as the difference in age is not too great (3-5 years is the norm), and this for the same reason; to avoid the intimidation factor and lack of true consent. there is nothing prudish about this. they are being hunted.
