She was a senator due to her husband. She ran for President in 2008 due to her husband, and thus gained the SoS position. Basically, she never ran on merit, just on who she was married to, and what they could do for you in return for your support.

Um well, no she was not. I'm 1993 she had zip. Her husband hired her for health care, she became Senator while she was still First Lady in a state she never lived in. No nepotism there. She was handed sec of state as a consolation for loosing.
