I think maybe the issue is that when He indwells our hearts it is His love rather than our doing that fulfills the Law.

If He is the focus, the fulfillment of the Law is taken care of in two ways - by his imputed righteousness as the Law fulfiller. Secondly by manifesting His Love in our hearts which motivates us to fulfil the Law of Christ.

@HARK! I think it is up to you to reconcile this quote of Paul with the other scripture you raised - unless you feel Paul was not inspired when he wrote it...

To me it is clear that His Love motivates obedience and this a from the heart where He dwells.

This is not a true statement. What is in the heart speaks to the motive behind the action.

How is saying that the heart speaks to the motive behind the actions contrary to saying that what is in our hearts is expressed through our actions?

The deeds of the redeemed are not the basis of their salvation but the evidence of it (Christ working in the believer). They are not perfect and are prone to sin, but there is undeniable evidence of righteousness in their lives.

It is the work of Jesus in the believer that makes it possible ... without Him we can do nothing.

Bearing fruit depends on remaining in Jesus. However, a person's existence does not depend on Jesus. This is proven by the fact that when Jesus died at Calvary, people standing about and watching the event kept right on existing and living.
