well part of the issues with 911 was if I remember right they were testing their systems for just such a case, and people thought it was part of the test at first when the planes went missing.

If you want to know how aerosols spread in certain public spaces, it seems to me to make sense to release some aerosols and watch what they do. This isn't unlike testing for leaks by releasing dye into a water stream and seeing where it emerges.

There are plenty of non toxic dyes and aerosols.

Those sans any notion of chemistry think that if it is
a "chemical" It's dangerous.

I didn't say it was a conspiracy just saying that it does happen already gave a explanation for why that wasn't conspiratorial, if like with this terrorists released a bio attack during this test they might not realize it was real at first because there was a test delaying helping people.

and the one example you have is not an example.

So it seems to me your thesis has no basis to it
beyond imagination, even if your vaguely remembered
example is real.
