Reign over other people? Where did you get that from? We reign over the spirit world, not people. And for that we don't need a resurrected body, we need a resurrected spirit.

See our authority over the devil coincides with his being cast down to earth. So God saw to it that we would not be left defenseless, as the scripture states "But woe to the earth and the sea, because the devil has gone down to you! He is filled with fury, because he knows that his time is short.’" God has given us Christ and his authority, to defend against the devil.
Why would God want us to reign over people? That's weird. Don't you remember when Jesus said "My kingdom is not of this world"? He said "If it were, my servants would fight to prevent my arrest by the Jewish leaders." So why would his kingdom now suddenly be of this world?

Just ignore John 5:28-29, and Revelation 20:11-15 parallel teachings rightI don't dispute it is meaning all of the righteous. What I dispute is that it is meaning all of the dead combined, both the righteous and unrighteous. The text indicates 'many of them that sleep in the dust of the earth shall awake', and not 'all of them that sleep in the dust of the earth shall awake'. Very strange ideas you have , as there is no scripture that states that people who do survive the Great Trib that Jesus comes to put an end to will have an immortal body 'cept for those saints who come with Jesus and the angels , that is simply improper interpretation as they will not have an immortal body, they will live under Jesus reign and experience what it is to be reigned over by a True King - we reign with Jesus during the time that satan is imprisoned during 1000 years , if humans suddenly received an immortal body they would not be able to be deceived but satan is given people who he may deceive ,Yes, demons and angels are what we reign over.

if there was no one to be deceived, Jesus would not be telling us that there are , after the 1000 years pass and satan deceives who he can fire come s down from heaven and kills them , then comes the GWT judgment and those in that judgment are cast into the lake of fire , all of death , all who would not be permitted in the eternal realm of Jesus are in the lake of fire
Rev20 tells us that the first resurrection is of those who died serving Christ and are brought back to life to reign with Christ during the 1000 years , after the 1000 years are over and all is done , then we all are serving Christ and anyone who is alive is part of the eternal family of God

Im fully aware of why you don't want to use the parallel teachings in John 5:28-29, and Revelation 20:11-15 because "All" both righteous and wicked are shown "Clearly"Believe it or not, I'm trying to reason through these things is all. That's why I asked why is the text saying 'many' rather than 'all', if it is meaning all? This same Hebrew word doesn't mean 'all' in the next verse like I pointed out. Apparently no one disputes that it is not meaning 'all' in verse 3. Shouldn't one come to the same conclusion about verse 2 as well? If per verse 2 all of the righteous rise, and some of the unrighteous as well, but not all of the unrighteous, that adds up to many and not all. I have a theory why some of the unrighteous also might rise at that time, but not all of them. These would be the goats, the same ones Jesus said the following to.

How do they taste of death? When they are raised in order to be present at the sheep and goats judgment, instead of inheriting the kingdom, they are cast into the LOF instead.
