Why do you suppose that they are deemed "unclassified" on any time table at all; considering that this information could be used by the enemy?
Generally when government documents are declassified; it's because the information in them is no longer a threat to security.
Unclassified and declassified are different things.
Declassified means that it was once classified and is no longer classified. Such documents are marked with the original classification marks crossed out.
Unclassified means it was never classified to begin with.
