I would guess because London is no stranger to bomb attacks. I remember when I visited a few years back (prior to 9/11) and thinking it was quite odd that there were no trash cans in the underground stations. I eventually found out it was because the IRA had used trash cans to hide bombs.

Since september 11, there has been higher alert.

Then seeing the Madrid bombing where terrorists attacked the train station, they would have been prepared for that also.

Plus if you look at sucide bombers in Israel, they have attacked buses in the past. So the trend seems to point towards an attack in the transport area.

After 9/11 it was obvious that major cities were vulnerable to terrorist attack, and the mass transit systems of all cities are especially vulnerable, as you can see in the terrorist bus bombings in Israel. London did what every major city has now done: created an emergency plan in case of terrorist attack. From all accounts, the preparations were worth it and the response of emergency services were efficient.

My dorm is across Tavistock Square where the bus was bombed; we have been ordered to stay here by the police while they continue to comb the bus carcass for evidence, etc. It just started pouring rain and people are still out on the street trying to get home, while the police are re-routing them. Quite a scene.
