Context. (i.e. devour SCRIPTURE; read it fervently in constant prayer, like the BEREANS, as the APOSTLES always did, as the answer is clear and clearly in SCRIPTURE)
Also, usually when a verse is quoted,
it is argued or debated instead of accepted as is.

This is true. Instead of settling a discussion, quoting Sacred Scripture usually escalates it. I don't usually quote from the scriptures because doing so seemingly inspires the other participant to post their own quotations and communication never truly takes place. Sad, really.
