Basicially bornagain of the Spirit, regeneration of the Holy Spirit, and Spiritual baptism all happen at the time of salvation.
Water Baptism saves no one. In a dry sinner on your way tp hell. Out a wet sinner on your way to hell.

Here we are told to teach and exhort what was written in his book.

No offense but I fear for your salvation. I having exierenced the Power of salvation in the depths of my soul without water.
I seriously wonder how anyone knowing the salvation of God could possobly mistake water baptism for salvation. Or even say that you must be water baptised to be saved. It just is not so. You are holding to some words and going thru some actions and wham your saying " I am saved because I did this action as given in the scripture" (works).
Peter said that there are those that use the scripture for there own destruction.
" they that are unlearned and unstable wrest, as they do also the other scriptures, unto their own destruction." 2nd peter 3:16

The Bible is clear on salvtion romans 10:8-10
"[8] But what saith it? The word is nigh thee, even in thy mouth, and in thy heart: that is, the word of faith, which we preach;
[9] That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.
[10] For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.
Notice with heart mans believes, then with with the mouth he confesses, then salvation.

Again an assertion that has no basis. We are not Saved because of "magic waters" but because of the Sacrifice of Christ. The words of Christ are clear.
Mar 16:16 He that believeth and is baptized shall be saved; but he that believeth not shall be ******.
The words of Christ's Apostle are clear as well.
Act 2:38 Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.
