There's a particularly insane conspiracy theory floating around in the QAnon/Boogaloo bois sphere at the moment.

The PR doesn't appear on the DHS website - where all its other PRs are published.
The explanation is that this PR is a "lead off" for journalists using the AP OneWire service which is "a service that connects agencies and reporters from across the planet together" and "can only be accessed by content providers and sharing partners in the news networks in the United States and abroad".
AP does have a 'OneWire' service, but its not a content aggregation service for journalists its a financial services recruiting platform. AP uses NewsWires for PR aggregation. In reality, there is no such service.
The DHS "press release" mentions a watermark. But only in passing and clearly indicates it was meant to be addressed earlier in the "press release". It assumes the reader is familiar with the concept - not the sort of thing you do in a press release.
The language of the "press release" is clearly from someone that has never written a PR before. You don't start a PR about election fraud investigations with the phrase "in a stunning term of events", for instance. Or claim "With confusion in the election results as it is, the amount of fraud identifiers found in this sting is staggering."
