Edited to add: I don't know what your getting at by your question. Could you please clearify?

But if this is where your going, the way I see it (and what Creation itself shows us), weather patterns are a part of this Creation. This Creation itself creates weather patterns.

Like Creation, weather patterns change as time goes by. They are effected by things like changes in the geology of the earth, changes in oceans size and temperature, the sun and polar ice will effect weather patterns, and more...all sorts of things effect weather patterns. Even human beings effect weather patterns.
