Is it always important that government officials had over necessary documentation when requested by court or congress or is this important because it's Biden?


You'll forgive my cynicism that this is a principled decision and not a partisan one.
No. Because it is the branch of government we all empower or not.

Hand it over to the people! We will decide the matter by what comes from what we want to know. The FBI or any other agency, Needs to hand it over period.
People who are out on television asking to see it, have already saw it. The FBI has made arrangements for them to see the document. And no, "the people" aren't the best source to dissimulate what is essentially foreign counter intelligence, specially in today's news borne disinformation climate.

And no, "the people" aren't the best source to dissimulate what is essentially foreign counter intelligence, specially in today's news borne disinformation climate.

No, they did not ask to see? They asked for the documents. The FBI needs to give them the documents as asked. See how simple that is? They should give documents when asked so that our elected body for these types of function can do what they were put there for.

You are normalizing FBI control. That you agree with that, go ahead and continue to exercise that choice in whom you choose for congress. See how that works?

Congress wants the documents for their investigation for the people. Let the FBI get out off that and produce the documents.
LOL, that is not what they want the document for. They will view the document behind closed doors replete with a FBI briefing. That is the norm. To ask for documents from the FBI having to do with a individual who so far is still part of an ongoing investigation is NOT the norm. Or when that request is made, DOJ position is always, "go pound sand". They took the FBI proposal instead.

We are not living in normal times. Now as I said, You can elect for congress individuals who wish to allow the FBI to continue in the power they choose to cede to them. Those of us which desire for congress to maintain it's constitutional power of that branch of Government originally intended to maintain balance of power, will vote for that. See how simple that is? It is democracy. Get the FBI itself out of it. See your way, my way, it is still by congress choice and ours in placing them there.

Meanwhile, back in reality, according to the FBI themselves, "on July 26, 1908, Attorney General Charles J. Bonaparte appointed an unnamed force of special agents to be the investigative force of the Department of Justice. The FBI evolved from this small group." Congress' role in the subsequent development of the FBI was actually not formative (i.e., they did not create the agency via an act of "positive law", so to speak), but rather restrictive (i.e., their actions against the AG's practice led to the conditions that required its creation). Before the creation of the FBI, the Attorney General had been borrowing Secret Service agents to conduct his investigations, because otherwise he simply didn't have enough men under his control to really do much, despite a rising tide of crime and corruption at the time. Congress did not like this practice, as it led to a conflict between agencies (the SS reports to the head of the SS, not the AG). The FBI again puts it like this:

In a complicated, political showdown with Congress, involving what lawmakers charged was Roosevelt’s grab for executive power, Congress banned the loan of Secret Service operatives to any federal department in May 1908.

Now Bonaparte had no choice, ironically, but to create his own force of investigators, and that’s exactly what he did in the coming weeks, apparently with Roosevelt’s blessing. In late June, the Attorney General quietly hired nine of the Secret Service investigators he had borrowed before and brought them together with another 25 of his own to form a special agent force. On July 26, 1908, Bonaparte ordered Department of Justice attorneys to refer most investigative matters to his Chief Examiner, Stanley W. Finch, for handling by one of these 34 agents. The new force had its mission—to conduct investigations for the Department of Justice—so that date is celebrated as the official birth of the FBI.

Reimagining this history as Congress 'creating' the FBI is beyond stretching the truth. You are factually incorrect.

Congress did not specifically create the FBI. The power grab you miss is Congress seeing an political opportunity to interfere within an agencies investigation. The FBI made a counter proposal to a request "in normal times" they would normally give the stiff arm. It is not Congresses place to interfere in investigations they like or don't like. The ranking member accepted that offer, yet to you that is "run amuck"
