Terrorists don't need WMD to operate effectively. Do you honestly think that they can cause more terror with a nuke then they can with a couple of planes?

It depends on the type of WMD. I kind of doubt terrorists are going to get their hands on a working nuclear bomb in the near future. But doing something like dispersing a chemical agent isn't beyond the means of terror groups, and has been done before.
