He already set up satellite service in Ukraine and there was nothing Russia or Putin could do to stop him. Right now Muck is trying to get back on Putin's good side by offering to build rocket & car factories in Russia. He wanted to work with them before on building rockets but they did not take him seriously. But they do have a book of labels they pin on people and the medical profession does accept that as a medical evaluation. The labels change over time though.
