Oh it's illegal now. But there are not many laws requiring it to be removed if it was already in place.

A couple at the federal level. The big one is the EPA, the agency that promulgated the rule in the OP. But regulation around this issue has historically been sort of weak because of the poltical power of utilities.

I looked it up out of curiosity, we've (Finland) apparently never had lead used for water pipes.

My understanding (gleaned from the reporting on the situation in Flint, MI) is that lead pipes aren't necessarily that big a deal IF the water chemistry is managed properly. IIRC, the lead only leaches out if the pH level is within a certain range (I forget if this causes the lead to dissolve directly or if it dissolves the film that develops on the pipes that was preventing the lead from leaching), and what happened in Flint was that they changed water supplies without properly adjusting their treatment process to account for the different acidity.

I'll put slightly more weight on the education reforms that started in the 70s. :) Our education system wasn't very good and quite old fashioned before that.
